V4+ Security: Strengthening the Eastern frontier of the V4

 

V4+ Security

The year 2016 will be crucial for the V4 defence cooperation. If one important lesson is to be drawn from the implementation of the Wales commitments, then we should highlight the region’s and the alliance’s limited capability to create a common vision on our future partnership with Ukraine and Moldova. The success of democratic transformation and governance largely lies in the capability of these countries to reform their armed services. We believe an essential element is creating long-lasting and effective partnerships through which we could channel our assistance to these countries. Both NATO and EU should provide a special partnership in the field of security and defence to Moldova and Ukraine. However, the particularities and the meaningful content of this cooperation should be worked out.

The objective of this project is to create a framework for the V4+ Ukraine and Moldova defence and security cooperation and link it both with ongoing activities within the Visegrad Cooperation and our joint activities within the EU and NATO. So far no such initiative or series of workshops have been created to channel our cooperation. The main objective is not only to establish cooperation but also to create a roadmap for common activities.

The project will consist of 4 workshops, preferably in Kiev, Prague, Bratislava and in Warsaw, which will focus on the following topics: Mapping the possible fields and formats of cooperation, exploring the capabilities and needs for the joint exercises and trainings, sharing intelligence, anti-propaganda measures and cyber-security issues and modernisation. The final event of the project will be the second Budapest Security Conference, where the final papers will be introduced, recommendations will be discussed and high-level consultations will be held.

The target group include relevant ministries and agencies within the V4 and Moldova and Ukraine, think-tanks and academic institutions, other NGOs, as wheel as NATO and EU officials dealing with security and defence policy. Through results of the project the main beneficiaries will be the armed forces of the participating countries and the broader defence sector.
